Technically after install without network you should get a light bulb icon in your tray that allows you to install the missing localization at a convenient time (... when you have internet access). However that has not been working for me last I tried, so that is pending investigation. However as I keep saying every time the topic comes up... ultimately this must be handled inside libmuon/libqapt as only that allows a non-intrusive way to get a 100% localization without bugging the user. In this particular case it would be a matter of (for example) checking localization completeness along with the regular update checks, so that after a non-network install you'll get the muon updater waiting to install huspell and whatnot. But I have no details on muon integration so for the time being we'll have to find out why the light bulb is not working.
