ScottK suggested that someone could check if pasting 212.13.202.11 changelogs.ubuntu.com into /etc/hosts set up auto-update correctly.
After editing the file, I restarted. It took a moment or two, then the little indicator popped up telling me that a new version of Kubuntu was available. It is now installing on my main laptop.
