There are two versions of debconf-kde. One is written in c++ (which is
the one apper/muon uses) and one written in perl (no clue what uses
that, perhaps nothing actively). Furthermore the perl thing is
actually maintained by debian so there is little we can/should do
about this from a kubuntu POV. Please direct your patches at Debian
directly.
