Tricky. Considering .13 won't get a feature release of workspace and it otherwise lines up almost perfectly with trusty's schedule it could just work quality-wise to push the final of 4.13 into 14.04. Alternatively release with 4.13rc and SRU the final. Considering the LTSness of things it may well be worthwhile to release with 4.13rc if we can't get the final in as the 14.04.1 ISO would subsequently contain something post-final anyway and in general it may be more beneficial for LTS users to get the latest possible feature version.
