it is not a virtual package. I tried to add libicu48 to the control file and 
still pbuilder insists it is a virtual file.
And it is installed on my computer as such
scarlett@scarlett-laptop:~/kpackaging/kcompletion$ apt-cache search libicu48
libicu48 - International Components for Unicode

pbuilder is the issue here :(.
