Basically the lack of humans responsible for translations is blocking
all of kubuntu l10n because we cannot get our stuff imported into
launchpad, so this probably needs escalation to some mailing lists
(ubuntu-devel and ubuntu-translators primarily) [1]. Really at the end
of the day the majority of l10n issues right now come down to poking
people until things are resolved.
