I do not have the faintest, looking at http://anonscm.debian.org/cgit/?q=pkg-kde/applications is what one does I suppose. It's a native package, so the package is the tar, so it has a tar, it's just not a release tar :P Which is pretty much why I don't like this kind of meta thing, it's entirely implicit and easily falls through the cracks.
