So the 16.04 LTS will not have a UI for package maintenance? Will there
be an alternative to users who aren't shell-savvy?

Hey Mitch, I don't see a reply to you about Muon. As far as I know,
Muon will not be on the ISO. What a query to ubottu in IRC shows me is
that it is in universe, version 4:5.4.3-0ubuntu1 (xenial).
Perhaps Rick Timmis can tell us more?

Muon was orphaned, Ovidiu-florin and I have said that we will take on
it's maintainence.
I have worked with Clive to get it packaged, and we have it building. It
crashes on checking for updates, and we're looking into that
There is another Carlos I believe who has done some work on Muon, and
has proposed rebuilding the UI in QML, but we'll have to see how that goes.
I hope to get it packaged and testing in the coming 2 weeks. I don't see
it making the release ISO in 16.04, but we'll try to get it updated in
the repo's and perhaps we can rebundle it in 16.10
