Category C banks will be closed: Indon minister

[JAKARTA]

Indonesian banks that cannot be saved will be liquidated, Finance Minister
Bambang Subanto said yesterday as he became the second minister this week to
talk openly about pending bank liquidations for the first time.

Speaking to journalists before an economics ministers' meeting with
President
B J Habibie, Mr Bambang said that Category C banks "will be liquidated".

Under Indonesia's bank recapitalisation programme, banks are divided into
three categories depending on their capital adequacy ratio (CAR). Category A
banks are deemed healthy with a CAR of 4 per cent or above. Category B banks
are eligible for recapitalisation with a CAR below 4 per cent but above
negative 25 per cent. Category C banks with a CAR of below negative 25 per
cent are to go to the Indonesian Bank Restructuring Agency for final
resolution.

Until this week, the government has avoided actually saying that Category C
banks would be liquidated, insisting that they would be merged with better
banks. However, a top economics minister on Tuesday said banks that could
not
be saved would be shut down and Mr Bambang echoed this sentiment yesterday.

"It's like Ginandjar said yesterday. Category B banks can be recapitalised
but
Category C banks will be liquidated," he said.

Meanwhile, Bank Indonesia director Miranda Goeltom said yesterday the
government will issue bonds to recapitalise banks before the election on
June
7.
