"All rights reserved" is a phrase used to invoke one's copyright in Latin America prior to the some of the more recent rounds of IP treaties. It isn't needed any more, but it definitely does not conflict with the GPL. The author reserves all rights, and then grants you from those rights the rights to distribute with the GPL. It never has conflicted with the GPL. Ever.
