Don't have a real answer, but some info that might
help you debug. (a clue maybe;-)

A slow flashing SPKRPHN button was used on some models
when the phone engaged "auto-redial".  

To activate, you used speakerphone (solid red), dialed
a CO number, if the line was busy, on the 3rd busy
"beep", the phone would disconnect, then periodically
re-dial the "busy" number (now slow red blink).  If
you hit any button, the phone would drop out of the
redial mode.  

I know the analog (kxt)1232 had this feature, and I
think circle 3 of the 616 would do it too.  There was
something about changing the busy signal (type 1 or
type 2) that affected this too.
