Intercept routing will get unanswered calls into voicemail... but that means really unanswered incoming calls. Calls that have been answered by a person and then transfered, or internal calls (station to station) can only be sent to voicemail with forwarding (or manually with VTR button).
The concept is that whoever answers the call becomes the "owner" of the call. When a transferred call goes unanswered it will return to the "owner" unless it has been told to go somewhere else via forwarding. When the AA answers a call, the TVS will become the "owner" and unanswered calls can then return to the voicemail and bounce into the appropriate mailbox. So you're probably stuck with call forwarding... The advantage of the -6 is that you can change the fwd lamp to stop blinking... and you can set cf-b/na to be a default for all extensions.
