Bingo, TOP was talking renting the T (really a DS1...) from an IXC.
And it's NOT unchannelized; just channelized by the IXC not Ma.

Yes; it's called settlements.

Of course it makes a difference; the IXC stiffs the ILEC. They
save the 3c/min in my example.

Now, if the IXC is also a CLEC, and they offer LOCAL calling as
well, there is the potential for more saving. In my atty's case,
OBT aka Southworsten wants 9.1c/local call. Focal wants 6c on
our contract.

Others offer other deals. We almost went to GlobalXing as they
offered slightly lower interstate (0.5c less) and a great deal
on intraLATA; but they wanted $50more/mon and the numbers did
not work there.
