I run the phones for my church and we used to have a pay phone, but when
we installed the D1232 we had verizon remove it.  Instead we put a standard
analog phone with toll restriction in the hall where the pay phone was.  
We have been watching the traffic on the phone (via SMDR records) and the
costs to us run less than $10/month in local calls.  We have decided it is
not worth putting in a pay phone and just consider the phone part of doing
business.  You might try this solution and if monthly costs get too high
add a pay phone then.  Most people have and seem to prefer their cell phones
these days.
