Yes, you can program the phantom button sort of at will.  Just be sure it appears on 
at least one set, otherwise vm 
will report the extension is not valid. and it can be at several sets at the same 
time. 

We do this all the time with "wife lines"  we have a pool of phantoms (typ 20) that 
the customer can at will, give to 
employees for after hours calls.  if the wife/gf becomes "x-" they just delete that 
number for awhile ;-)  most 
employees are allowed to do button pgm, and they know how to add a phantom (easier 
than a speed dial
