IIRC, I believe the tone generator will not be active until the dial timer expires, which I believe is about 5 seconds after the last digit is dialed. Try waiting an extra second or two before dialing your access code. I also believe the timer is adjustable, but I would have to dig out the book to look it up. Someone more familiar with it may know (or tell me I'm FoS and don't know what I'm talking about).
