If I recall correctly, VTR must have a valid extension to work. You probably
need to create phantom extensions for those box numbers.
You may then need to alter the flex numbering for the digit 3, I think you
will have a conflict there. The KSU will act as if you are entering a
feature code even though you press VTR.

Alternate solutions are to change those mailboxes to 200's, or set up a one
touch dial button that dials 165 P #6  and use "transfer" plus that button
for vm transfer to the other boxes.
