Sorry, but all larger systems do this.  The demand for ringing power is to
all phones at once would create a need for a very large power supply, hence
the ringing is staggered.  All Panasonic systems do this except for the
KX-TD308.  Most other manufacturers do this also.  It kept the cost of the
systems down.  Typically eight phones are rung and then the next eight.  You
may have to re-arrange some stations if they are on different cards and near
each other.  Try grouping the phones in a specific area to ring together if
that is an issue, while phones that are farther away can be the higher
numbered extensions.
