Deny outbound calls from the voicemail, or at least restrict outbound calls to 7 digit numbers.
This is a classic phreaker trick. It's been done almost since voicemail was invented. I recall doing it around 18 years ago as a kid. One time, there was an 800 number that if you dialed 8888, you got dial tone.
