You can do it with MultiTech VOIP devices.
I don't know part numbers and stuff, hopefully someone else can give you
more details.
I was experimenting with another vendor in my area using a small single-line
MultiTech adapter and it work ok. There was ocassional digital echo but
mostly it was a good voice connection.

We used a CO port on my ksu and extension port on his.
You would probably want to go from a CO port on the Toshiba to an analog
station port on the Panasonic, unless the Toshiba already has an analog
station card in it, then it wouldn't matter.

Cost may be around $400 per device, I'm not sure.
