Thanks for the idea.
The ring voltage out is above the specified - I am getting 72VAC @ [I
presume] 25Hz. The Panasonic spec is 70VAC @ 25Hz in the UK. The si3014
according to its specs should detect the ring easily, but it only half
recognises it.
The Si3014 has a 2 line interface [so no ring line] and is fully DC
de-coupled, which unfortunately means that although your idea to add a
DC offset [tried + then -12volts on one then the other leg] was great,
it had no effect.
I am still wondering if the issue is only having a ring on one line, and
the effect that that will have when the ring starts due to way in which
the Si3014 was designed.

I don't know what the standards are over there, but we have had a few
cases where some of the T1/ip pots boxes are
substantially below the US 90v 20Hz ring "standard". Some pots ports
are just at the threshold of the d1232 trip
point. We have seen a line that will ring in the morning, but won't in
the afternoon. The Ilec tests from the
bench and says everything is fine. Their on-site tech can't change the
box, but, on the side, tells me that low
ring voltage is a problem with a list of different pbx systems. Of
course, this is after he went thru a box of 4
port cards he had with him, to find one that all 4 ports had two-way
audio, to replace our dead card :-

motherboard."

ps, if your 1232 co interface is completely floating (no ring to earth
etc) you might try:
1. flip the pair.
2. put a 6-10vdc isolated power supply in series with the pair.
if it starts working fine, there are issues with voltage levels. and the
finger pointing is about to begin.
