You can't do that easily without voicemail. But you can get 3 stages with 
Ring, Delayed ring, and intercept routing, but it depends what S/W level you 
have and you need to select ring groups carefully

I am using KX-TD1232 station.
I want to route all incomming calls to ext 103, at first, then to ext 170 
(phantom extension - group of assigned extensions), and then to ext 180 
(phantom extension - group of assigned extensions).

Do you know how I can set this up on my telephone station?
