You have to limit the total number of digits that can be dialled. This is the only way around this. However, this may cause problems to people trying to access their banking over the telephone.
You other solution is to block specifically these numbers. I remember some 25 years ago, I could also do this. It was the only way to dial home after the company operator left and I had to work late.
