The tower could very well be the problem.
Have you tried making calls yourself to see if they held up better if you 
are closer or in a different position to the pana cell station? (i.e. does a 
weaker pana signal make it more susceptable to drops?)
I would be interested to know if the cell tower transmissions are in the 2.4 
ghz range (the harmonics probably are, as well as other splatter). I'm one 
of those geeks with a spectrum analyzer so I would be interested in hooking 
it up and seeing if there was any strong transmissions at the moment that 
the calls get dropped.

If you haven't already, it might be good to try a different handset and see 
if there is a difference. I presume it's only the cordless that drop the 
calls?
