I don't know if you'll ever be able to get real cti working for the
816, there were some products out there a long time ago.

You can connect a pc modem to the analog connection via the xdp jack
(xdp turned off), make it dial 9 and call out from the pc.
But you may need to swap phones out to use analog 7700 phones.  I
helped one client with a TDA to do this, the problem was that the
digital phone does not use the analog pair at all, so you cannot
monitor the dialing from the phone. And as soon as you pick up the
handset, the analog connection is cut off.  The user would have to
listen to the modem sound from the pc, and pick up the handset after
it finished dialing, if he picked up too soon it cut off the dialing.

With the analog 7700 phones, you can stay on the line with the modem
and listen to the dialing, then ringing and be there when the person
answers.
Also the 7700 phones have the headset jack if you want to use it.
