Keep all the at-risk outside runs ON the 170 (8ex)!  Much cheaper/easier 
to get/change a module than the card IN the 816.

Check if you have 16v on the second pair (wh/or), the protection circuit 
might see a short and have the dpits power shut down.  You should have 
33v on the first pair (wh/be). If you are using apits sets, be sure xdp 
is disabled.  I'm assuming you are using slts as the external sets, and 
don't have the second pair extended thru the long cable.  If the 16v is 
shut down, check for a shorted pulse transformer (black coated 
transformer) on the ports that got hit, they will short between winding 
easily on lightning hits. With power disconnected, check for less than 
10 ohms between second pair on each port.  You can steal  transformers 
from a cheap  kxt1232 dss card ;-)  Card will work with removed bad 
transformer (obviously not the bad port).
