disconnect the first line at the demarc, dial in and see if the same thing happens. if so, could be wet cable, bad nid protector, or some sort of delayed forwarding (maybe call notes turned on), and is telco problem. reconnect, if only happens with your equipment connected, bad protector in ksu, cable tv box auhentication or a security panel answering for remote access, pc modem playing fax or another fax machine. time it, is it always 4 rings, 28 seconds, etc. wet cable can't figure time.

The telco always tells you it tested fine and is a problem in your equipment ;-)
