The Adtran 550 will do what you want - no personal experience with it.

If you could order a T1 rather than PRI, then a Carrier Access Corporation (CAC) T1 channel bank works well and can be purchased on the used market for $ 200 USD. I used one for several years. Rock solid. It just worked.

An asterisk box (www.asterisk.org) is an open source Linux based VOIP system that can handle both PRI cards and analog line cards. Commercial support through Digium (www.digium.com). Probably works great in the right hands, but I favor reliability over costs and features.

BTW: We just changed over to a VOIP system, so dropping some analog port
adapters into our PBX is no longer an option.
