Another thing you might try is to flip the tip and
ring on the line doing the false ring.  Sometimes the
ring detector can false on an unbalanced pair.  

Are there any phones, especially pulse dial, in front
of the ksu?  

Did the telco insert a "loop extender"? (Open loop
voltage will be higher than 51 vdc, typ. 70 vdc)
