I'd recommend using a lan-based modem. Something like an "web-ramp"
device should be sufficient. They even make them with dual-modem for MPPP
connections. Checking ebay you'll see that they can be obtained for under
$100

Tack on all the other other various phone line sharing devices to it, and
configure everyone on the lan to just "gateway" out through the device.
Even a shared 56 is probably (statistically) better than getting 24k
through the PBX.
