Couple of ideas...
1. An amplified handset- they often amplify the background noise as well but
it might be good enough. One with a volume control in the handset is easy to
adjust.
2. A noise-canceling handset- they will cut out much of the background noise
making the other party easier to hear.
Both of those are available from www.sandman.com .
3. External handset amplifiers are readily available, they usually need a
battery.
4. If she is at a desk location she could use a headset, they usually have
good adjustable gain.
