The BEST way to program it is to take a CPU from an 11D3.  The toll
restriction tables were designed when toll calls begin with 1+ and the
second digit of an area code was 0/1.  There may be a way around it, but
the quickest and easiest way is to CHANGE OUT THE CPU card.

If you are really serious about trying to make it work, take a couple of
stiff drinks and reconsider :-)
