Harry, The Philippine hacker (known as "the sniper") problem was this: He would program a TVS voicemail system mailbox to turn on device notification. In device notification he would program in an international phone number to the Philippines. He would set it to call continuously, and he would usually set all 3 devices to call. Then he would leave a message in the box so that it would start calling.
He was not connecting 2 parties. He was making money from the Philippine telephone company as they would pay a bonus to the owner of a number for all international calls coming in to it. The principle is the same as the way a 900 number works here. It is based on the process of international charges where the Phil teleco will get more revenue if more of the international calls originate from outside their country. There is another method of hacking voicemail that will allow two parties to communicate that has been going on, but I don't know if that relates to the Philippines. The incident I'm aware of involved the Mid East.
