Of course in the normal builds the translations are updated, just *between* those, they are not updated. So the daily builds provided by the tinderbox don't have newer translation than the last build that is available from the pre-release download page. So for every build for which there is an announcement to the mailinglist(s), there's updated translations. but for the daily builds that are also available from dev-buids.libreoffice.org they don't include update translations. Sorry for not being clear about that.
