I'm not sure that I'll be on ESC tomorrow, so let me answer here. Nobody told that it won't be available before RC5. Wiki says "The shortcodes will be localized for the final version of LibreOffice 5.0" -- which means that it is targetted for 5.0, the earlier RC is the better. It is not a question of enabling something. The code that merges translations is yet to be written. It simply does not exist at the moment. The developer of the feature, Laszlo Nemeth, will be back to work next week, and hopefully he'll find some time to finish the work.
