Hi, Olivier, a happy new year 2020 to you too!
String freeze can be opened for 6.4.1, so string freeze is not necessarily closed, it just offers l10n teams the guarantee that published l10n versions of releases can be (and some also will be) fully localized. This is the role of the l10n teams, to offer (fully, if possible) localized releases in their languages. So there should be a string freeze, and should not be abolished. As a documentation coordinator, just coordinate the addition of necessary topics that should go into 6.4.x releases (but not string changes like some punctuation corrections or icons changed from png to svg etc.). If there are topics that need to be added in 6.4.1 there should be a time set to include those just after 6.4.0.x release (even a day after the release of 6.4) with a note here, on the l10n list, that there were new help topics introduced and that there is time till 6.4.1rc1 (and explicitly stating that date) to translate them. In the meantime those help topics can already be merged in master so l10n teams can even localize in the meantime and just copy their existing localization into 6.4.1, as it gets included. So this is not a frozen system, it is all about coordination and communication. And abiding the rules that prevent chaos. Lp, m.
