Based on the Danish branch, a selection of the sections are locked:
Master UI:
cui/messages
instsetoo_native/inc_openoffice/windows/msi_languages
officecfg/registry/data/org/openoffice/Office/UI
svtools/messages
svx/messages
sw/messages
vcl/messages
Master Help files:
text/scalc/01
Not surprisingly, these seems to be sections with new strings, but therefore
also the sections that attract focus from us translators.
Keep up the good work on development, and please don’t forget to unlock once
updating is done :-)

Also, translations cannot propagate to master, if strings are translated and
confirmed in other projects.
