That is what I was looking for

Testing locally is a bit convoluted as you need a separate translation tool outside of Hugo. The automated process in the CI is described here: https://git.libreoffice.org/infra/libreofficeorg/+/refs/heads/master/README.i18n.md#technical-details

"Committing such a change triggers a process on TDF's servers, whereby the commands hugo-gettext compile and hugo-gettext generate are run. This updates or creates translated .md and .toml files and modifies the [languages.foo] blocks in config.toml (or creates new blocks for new languages)."

But whenever there is an automatically submitted patch, you can preview it. At the moment I don't see any, but you can find them with this query: https://gerrit.libreoffice.org/q/owner:[email protected]+status:open

You can take the change number and visit the preview site by creating a URL like so:
