Usually we do this:

1) We send the PO files to the first person who volunteers for a language.

2) If additional volunteers offer to help we ask them to coordinate
with the existing volunteers for that language.  This coordination can
be via this mainly list, via a wiki page, via private email, phone
calls, etc.  Whatever works.

3) Putting your name on the wiki helps new volunteers find you and
what languages you are interested in,
