I think it is still inconvenient (it requires disclosure of personal information and fax/scan), so I wouldn't push for it; or anyway I wouldn't see it as a requirement but rather as a recommendation. Let's really keep a low entry barrier unless we have reasons to be concerned.

Sure. If we can add AL2 license information to the PO files we generate from sources, this will make it clear to everybody that they can be used under AL2 by both Apache OpenOffice and other products.
