I've just opened this page to track the Hebrew translation:

You should put yourself in CC for that issue: you will need to create a
Bugzilla account (same link, see top of page), then flag "Add me to CC
list", save and then you will automatically receive all notifications.
In the first comment you find a link to the PO files (the files to be
translated). I recommend that you read both
http://www.openoffice.org/l10n/how_to_join.html and the "Tips for
translators" at http://openoffice.apache.org/translate.html before you
start working. And please send all your questions to this mailing list:
we don't expect that you will find everything easy; we are here to help.
Please post a comment in the issue when you start working, so that you
can better coordinate with other volunteers if they join.
If you don't want to miss announcements you should subscribe to this
mailing list: send an empty e-mail message to
l10n-subscr...@openoffice.apache.org and respond to the confirmation
request you will receive.
