There is many element here in this case.

1) Requirement for 100% preparedness is too harsh. I reality in Finnish translation there is at 
least few hundred lines exactly same as source. So if those lines was not "dropped" to 
translation we have non ready translation. To users it would be same with or without those 
"translations". These identical lines consist numbers, separators and function names in 
calc etc.

2) Version 4.0 is really leap forward and there is new features in UI. So new 
users too might be interested. And if there is no new localisation we miss them 
at that locale.

3) I understand Swedish quite well though not used to use it. So it is possible to me to decide if proposed text is OK. 4) I am not aware what is state of off line translations of Swedish but in Pootle situation seems to be that there is lot of quite ready suggestions. So there was possibility that my help would made difference for 4.0. Still can made difference for 4.0.1.
