Welcome! We are near a translation deadline, so things are a bit busy on this discussion list at the moment, but there are three things you should definitely do:
1) Join this mailing list: send an empty e-mail message to [email protected] and respond to the confirmation request you will receive. This way you will be sure not to miss messages about OpenOffice localization (traffic will be high this week, then it will be back to normal).
2) Put a comment at https://issues.apache.org/ooo/show_bug.cgi?id=122285 and say that you will help and that you will work on Pootle. You will need to register there (top of page).
3) "Pootle" is this system: https://translate.apache.org/tr/aoo40/ ; in order to get a personal account for it, reply to this mail (to the l10n list) saying that you need a Pootle account, what your preferred username is, and confirm that your contributions are under the OpenOffice license (ALv2).
And then start translating. We will probably release languages for version 4.0 as soon as they are ready, so don't worry if you don't manage to complete the translation by the first deadline, that is in just a few hours. Turkish will be released when ready.
