http://extensions.openoffice.org/fr/node/17340
works. Maybe you tried before the file was propagated to mirrors...
anyway, this seems to be OK now.
One thing: in description.xml, I see

that points to a non-existent page.
You should really leave these three lines out. The Extensions site
handles updates automatically and custom update feeds have already
caused problems (due to unavailability or inconsistencies) in the past.
Is a "killer update" to the old dictionary an option?
Yes. When installing an extension, there is a way to display a mandatory
message. I’ll use this feature.
OK, let's coordinate it here, so that I know what to put in OpenOffice
4.0.1. We have time (suggested deadline for this kind of changes is 6
September) but the sooner the better.
