No, usually they are translated. Tip: do as Excel does (copying Excel is not the rule, but in this case it's very important that users can find the names they are used to). See

No. If I write formulas in Italian in Calc Italian, they are written to the file in English; and when you open the file with Calc Swedish, they are translated English->Swedish on the fly. So everything works as expected.
