I think you are mixing up Pootle and Cwiki.

On Cwiki, we had to restrict edit permissions to combat spam. This now
requires explicit approval. So you probably lost the right to create a
new page and translate it. I've now given you editing rights on Cwiki,
so it should now be fixed.
I also created a page for translating the Release Notes for 4.0.1 into
Indonesian, if you wish. You find it at
https://cwiki.apache.org/confluence/pages/viewpage.action?pageId=38568538 and
you should have the rights to modify it.
