This is true, but in the meantime we already have some tasks for Jose
(welcome, Jose!).
First, we need some data about your language in order to make it
available for dictionaries and other settings. Please create a new
locale data file as explained in
https://issues.apache.org/ooo/show_bug.cgi?id=124011
(you will need to register for Bugzilla, same page)
and attach it there.
Then I strongly recommend that you add a comment to
https://issues.apache.org/ooo/show_bug.cgi?id=124010
saying that you are ready to start working in Pootle. This way you will
receive e-mail notifications when your language has been uploaded. In
the meantime, a detailed Pootle guide is available at
http://wiki.openoffice.org/wiki/Pootle_User_Guide
and you can start reading it.
