Andrea explained already how it works and even if we have an improved translation process in the future with an automated integration from Pootle into trunk, we will have translation deadlines and no automated integration on release branches. If the Hebrew community don't want release the RC4 I am fine with this decision and will drop the Hebrew release. But we won't stop the release in general for one language. The changes will be available in the next release ...
