No the current version of open office uses sdf files internally, you can
however download the po files from the online platform.
To complete the information provided by Jan: we don't encourage that,
since it doesn't integrate well with other translations, but some teams
download PO files from our system, edit them externally and then upload
them back. Then a developer updates our SDF files from the new PO files.
That said, I, like Jan, am quite curious to know what language you want
to support: at
http://svn.apache.org/viewvc/openoffice/trunk/extras/l10n/source/ you
find a list of all supported languages (~120) and a new one can be added
if yours is not listed, but we will need all details and ISO 639-3 codes
(usually easy to find online).
