What it says is correct. We don't bundle dictionaries with Language Packs. We bundle them with full versions only. In practice: if I install the English version and the "lt" language pack, I don't have the "lt" dictionary. If I install the "lt" version, the dictionary is bundled. I get the "what" part but I think its wording is a little misleading. In the paragraphs preceding the final note, a "full installation" or a "base installation" is distinguishes from a "language pack." And in the final note, it then states, "Since OpenOffice 3.4.1 dictionaries are no longer included in the installation files." No qualifications added. It would be much clearer if it said the way you're suggesting "...no longer included in the language packs...".
